I used to feel the same for the longest time but idk, something about The Seer's monolithic qualities has made me come to enjoy that album more; it feels more conceptually complete and absolutely draining imo, in the best ways possible.
That being said there isn't a doubt in my mind their best album is one of these two; Soundtracks is breathtaking as well but simply not on the level of refinement that these two are.

I don't know if you're memeing or not but I've never had any problem with any of the Jarboe tracks.
They were a hallmark of earlier Swans records and help to differentiate their sound; a lot of it is pretty interesting stuff.
I actually also enjoy World of Skin.
