What are some of the inherent qualities of patrician music? Also are there some songs/albums/bands that really objectively high quality?

Well, imo, good music should have depth to it. Not necessarily the lyrics, but it should be reward multiple listens. Detailing, digging more stuff you didn't noticed at first.
Also, it should adhere to something. An ideal, theme, or just an aesthetic. And it has to be coherent in it.
Another great thing to have is personality. Being able to tell the band apart from their contemporaries or similar bands in the genre.

I would say that a patrician is able to both enjoy music and view it from a realistic perspective to understand why they enjoy it, what qualities make it good and bad. Music is a very dynamic medium, there's no formula for analysis that isn't entirely irrelevant to some kinds of music.
I would say that it's a combination of sensory enjoyment, objective analysis of quality, and being in the habit of researching music that make a listener a patrician
