You should probably use an external soundcard that will handle all the audio, otherwise you will probably have latency and maybe not be able to handle enough plugins and stuff.
Get a laptop if you ever feel like you'll want to use it in a live show or take it over to a friends house or something.
PC and Mac are both fine in my opinion, get what's more comfortable for you. There is some exclusive software, I guess mostly Logic at this point, but other than that they both work the same.

because, you see, Windows uses ~2 GB to run, add a few background processes and whatnot, 3GB, Ableton raises that to around ~3.5 GB, and unless you use a SSD to store your samples, you'll wanna load some samples to your RAM to avoid disk overdriving, and suddendly you're out of RAM, unless you have pagefile sys enabled like a complete moron, in which case your HDD will fuck up
