Of course it's intentional. No one brings it up because most everyone in the first world understands that how you dress = expressing yourself unless you're a literal autist. With artists this is usually taken to further lengths to complete their aesthetic.
Ariel makes odd sounding music, therefore he dresses odd. However, these two choices aren't mutually exclusive. It's just a matter of taste.

Maybe I don't see it as strange or curious because the guy doesn't exist in a vacuum where no one dresses alike. In fact, I'm likely to see him at a concert where the audience will be dressed similarly and from this I can deduce that it must be related to the crux of where I am (a concert).
I'm not pretending it's not odd, I just live in LA where dressing this way is chic.
