Death Grips refers to themselves as performance artists, no musicians. Just going by that statement alone makes them more pretention than most of the other stuff on that chart. Also, making angry gym rap makes them less good than most of the other stuff on that chart. Depends on what millenium he meant. Realistically that album is part of the 2nd millenium since it came out in just a few months before the new millenium, and it's definitely not the best album there. But if you count it as a part of the 3rd millenium, then it might be the best.
