look - this guy isn't hard to look up. read about him, read interviews, read what other people say about him. I've heard of him several times, and the impression is that he's approaching guitar playing from a point of no fixed style.
I never have had the inclination of following up what he's doing, but that doesn't mean that a few people are going to be in sync with what he's attempting/succeeding at.
you seem to be under the impression that he's a joker and/or half-insane old white dude going "lol look at me go!" I just don't think he's a 60+ man with that patina of artistic credibility without some sort of cause. then again, I never investigated Moondog to see if he's really all people were being hyping him up to be either. it's very difficult to understand Derek Bailey's technique exclusively through his solo material
his work in groups and his duets are a lot more accessible and are good guides for learning about his vocabulary and intentions. then you can revisit his solo stuff and pick up on a lot of nuances, passion, virtuosity, and so forth.
pic related is a great one to start with, duets with Han Bennink, one of the great percussionists of free jazz.

The main problem with free improv is that it is incredibly hard to truly replicate what a live concerts feels like using a recording. Free improv concerts are a fucking experience, but when it comes to recording they're usually not up to par

it's not really about the theory, it's more an extension of avant-garde jazz improvisation of the 60s. Heavy focus on extended techniques, that's the key. He's performing some really difficult motions in a very natural way. He never second-guesses himself, which is difficult to do in a context like that, and as you become more familiar with his language you'll come to realize that he voices some very poetic and beautiful sounds in his playing. I'd like to redirect you to my post here if you're interested, because watching him perform solo will not really help you learn about his playing as much as hearing him improvise in group settings will.

I respect that in general and think that's absolutely essential when in comes to writing new interesting music. But I also think it should be left to the early stages of writing music and what you improvise should be refined and reworked over and over until it's something that's unique and innovative but also sounds really great as a whole.
