Sister is their best. Numerous parts of it were stolen for Daydream Nation, so it wins on a technicality. It also happens that it's really, really damn good.

What I really love about Sonic Youth is their versatility. I love their albums for very different reasons. It was very fun listening to their discography throughout the years.
I know why they're not the best band of the 80s though. They don't have a sound that's easy to listen to by most. That's why we have people saying The Smiths or The Cure were the best of the 80s. Good bands, but they're easy to like, so of course many would consider them the best.

I don't think easy listening is a quality for best band of the 80's. By that standard you're best off going with any of the many artists listed in American Psycho. Keep in mind that Daydream Nation is kind of an album everyone has heard at this point, while even The Queen is Dead or Pornography/Disintegration haven't gotten near that point, even yet.
