It's about the Daycare abuse scandals in the 80s and how the media abuses the victims and indirectly glamorizes the criminals. Sotos thinks that the way the media jumps on every sexual abuse and serial killing case abuses the victims and also serves as pornographic material for offenders themselves. If you notice, the children are forced to very explicitly recount the horrors that occurred to them, all for the world to enjoy through television. Basically, the album is supposed to expose our obsession with sex crimes and our desire to see all the dirty little details of what happened, not unlike a child predator.
Sotos also made a magazine during the time called "Pure" which used newsclippings from serial killer and rape reports and praised them from the view of the offenders.
