Cudi came during a wave of 2008-2009 post 808's mmixtapes. Anyone doing a similar sound was heraled as a god. Only ones that actually did anythign with that wave were Drake and Cole (unexplanable).

This is just a filler album for MOTM III, he's already said it. He literally learned how to play guitar last year and wanted to test the waters and see if he could make music with it.
