The thing you need to realise with NME is that they gain an awful lot from their audience being in the dark when it comes to musical knowledge.
So from around 2003 to now, NME has been about maintaining a hierarchy where they deliberately promote bands that they can own (really mediocre bands), and then hype these really mediocre bands to enormous lengths all the while knowing they can't possibly make a second album that can compete with that level of hype.
Then like eight months later they tear those bands down with a five or six out of ten review to prove their readers that they're the intellectuals. Unless those bands give something to NME (like a fucking promotional 7"!!!) to slap on their magazine for free.

They're essentially playing the same game as P4K except with a much smaller ball park.

Despite this, you're absoloutely right. The real down turn though was when Connor McNicholas became editor in 2002. That guy is a cunt and destroyed what was left of the mag's credibility.

NME-core is kind of an odd statement, since no one remembers any of the bands NME throws under a bus and even NME won't admit to it.

god I can't actually remember but there are a lot of band that have been hyped to a ridiculous degree over the years by NME and they're all garbage.
It's weird because when NME do now and again branch out to give their readers something new and exciting, its fucking revolutionary to their readers. They do like a three page spread on Fucked Up once and I was just getting into broader types of music at the time (I was around 14) so they were like the coolest thing to me.
These days I know that Fucked Up are the most boring and safe hardcore band going but because of this reluctance that the NME has for giving their naive young readers any interesting music, I spent like two years buying shitty Fucked Up albums without knowing that something like Black Flag or Minor Threat existed.
