because the songs you mentioned are bland and pedestrian? the melody and vocals on trc are fantastic. the highs are higher.
and i like the mood, attitude, and lyrics of hot freaks. spoken-word delivery punctuated by a sung chorus and abrupt shouts. it's memorable.

He hasn't even listened to most of those. Rating the first Suitcase so low is the biggest red flag that he just doesn't get it. And then rating all those early, amateur REM-wannabe albums as high or above Not In My Airforce... or rating Superman Was A Rocker, one of his shittiest joke releases with nothing resembling a decent tune, the same score as Off to Business and English Little League. Outside of the canon mid-90s albums, these are nearly random scores.

Smothered in Hugs is the best songcraft on the album, as well as in his entire career pretty much.
I used to not like Hot Freaks, then I saw a vid of Bob performing it with Thomas Jefferson Slave Apartments in somebody's basement probably... completely shitfaced and just screaming HOT FREEEEEEEAAAAAAAAAKKKKIKKKKKSSSSSSS and I realized how great it actually is.
