Need advice. What if there is a person who can write good melody and lyrics but sucks at producing and singing. Can some producer and singer just take his material without permission? The songs will be credited to him anyway (and maybe to the producer who was arranging it). And what if there is an album with couple of his songs. Will he be paid proportionally for just those two songs?

Whoever actually writes the material gets credit for the matrial OP. You can write everything, and get session muso's to play it all with a vocalist, and you will get the writing credits.
