At the start of her career it was this liberating thing, essentially sparking her career, and now she sees its potential being wasted. Right at the start when she says not to be dumb with smart phones, I think she's saying that we have this device that is potentially so powerful in bringing people together, we shouldn't just use them as a way to make day to day life easier.
That said, there are definitely multiple ways to look at this as a whole, this is just how I see it. Since Kala MIA isn't a traditional lyricist, instead her lyrics are a logical continuation of her overall artistic style, words and phrases brought together, often haphazardly to covey a central theme or idea rather than any kind of narrative- sort of like a collage.

Yup, yup. I think think the "Now people on the Internet/A new life for the intellect" line on 20 Dollar is something she's been exploring ever since she said. Largely negatively, as you say.
I don't think she gets enough credit for tackling the internet in general. No one with her type of status have dove into so comprehensively.
With Maya, I think she moved into pure aesthetic communication, if you get me, and I think that's why people struggled to make sense of it. Because you have to feel it and visualise it and let it build its own world before even thinking about it. She spoke a lot about how she wanted it to replicate what it's like to grow up in the "digital ruckus" with Maya and I really feel like it did that flawlessly. But it's kinda difficult to articulate why.
