Joni Mitchell. Laura Nyro and Carole King are up there, but they were inconsistent, especially the latter, who went through some bad songwriting partnerships. Joni was the only one who could do next-level shit on a regular basis.
Rickie Lee Jones was sometimes great. Patti Smith is really bright but the music she made was often all too rudimentary and unimaginative musically (e.g. reusing the "Because the Night" music for "Frederick," which wasn't even hers to begin with). It was always too obvious that she was a writer and not a musician.
Madonna did some great music, but the credit doesn't all go to her.
