Apart from the first track and Heroes, the album doesn't do a lot for me. None of its instrumental tracks are as good as Low's. Now granted I've only listened to it once about an hour ago, but I enjoyed it a lot more than "Heroes" as a whole

the album's 35 minutes long, 5 minutes of that is a remake of a song off The Idiot, 3 minutes is a remake of fantastic voyage.
so you have all of 27 minutes worth of new songs, none of which are exactly grade A bowie, especially when compared to heroes and low.
it has some good moments and yeah it's underrated in a lot of ways, but there's a reason people don't like this album.

Lodger isn't underrated, or even overrated for that matter. It's just as regarded as it needs to be; a good album but definitely the weakest of the trilogy.
Fantastic Voyage is one of his best songs.

Okay theres 5 eras you generalize with Bowie
1. Glam Bowie, this means Ziggy/Diamond Dogs/Hunky Dory/TMWSTW etc. definitely the most circlejerked era amongst normies, dadrockers and 16 year old girls who wear Aladdin Sane shirts
2.Berlin Bowie, this means the Berlin Trilogy+Scary Monsters and Station to Station/Young Americans as a prologue, the most circlejerked era amongst music enthusiasts and the most "critically acclaimed" era
3. Pop Bowie, Lets Dance+Never Let Me Down+Tonight and shit like that, gets righteously shoved to the side for being bollocks (except some of Lets Dance) but hey at least we got some cool flims
4. 90's Bowie, is where you get proper underrated, Outside/Earthling/Hours etc., my theory on why this gets so little love is because his music was so incoherent and would wildly change with each album, one year his fanbase would be industrial NiN fans, the other would be people who like New Jack Swing type music, he just wouldnt fucking stop changing, thus why things like 1. Outside which was his most bizarre era fell into obscurity
5. Neo-Bowie, Heathen+Reality+Next Day+Blackstar, is this very nicely fused saga with Bowie sounding like Bowie, I think TND and Heathen had a nice reaction that dwindled away after a bit, and now blackstar is the new hotness
