are there any albums that have a similar sound to Scott Walker's Climate of Hunter? I like how it just barely seems to fit into 80's synthpop/new-wave, but it's much more sparse and desolate-sounding compared to other things I've heard in those genres.

yeah, it reminded me of Nite Flights-era Walker. I think the song is decent though, and Bowie would probably straight-up tell you it's influenced by Walker.
have you listened to bowie's new song "Sue", it's even more scott walker than blackstar.
