Yes, music has been sampling since the dawn of time the only reason why we're not putting musicial orgies on record is because of sampling. No one knows what they fuck they're doing, well we do to an extent we can make 1 and 1 make 3, but other than that no fucking clue, as long as the sample music makes 3 it's music.

Yes. "Music theory" is just one (Western) way of organizing and dissecting musical ideas, and was originally conceived just to make music easier to share on paper. Since then it has become an all-consuming over-categorizing monstrosity that can't properly keep up with the direction music is heading, both popularly and in the avant-garde.
