Have not listened to surfs up yet so.
Abbey Road > Currents >= Painting With.
I personally prefer Currents, but Painting With is agruably as good maybe better in an objective sense.
Currents is my personal favorite, but may not be the best.

uhh no thatd be sgt pepper. if you read the smile wiki page, it says that the beatles had snuck into brians studio and heard the unfinished 8 track for ideas. brian was devestated and its one of the many reasons he never put smile out, and also why sgt pepper is probably better anyway.

Conceptually, the White Album is probably closer, cuz it's a big mish-mash of finished/unfinished ideas. Plus, the synths and effects aren't really Smile.

The album's concept is pretty solid.
I don't dislike currents, but imo Lonerism captures Tame Impala's essence.
