>Criteria: Must be sincerely weird and actively trying to flabberghast the average music listener. Cannot be autist shit like Merzbow, who makes music for his own reasons.
So far I've got Ween, Captain Beefheart, Zappa, Daniel Johnston, Wild Man Fischer, and GG Allin. Any suggestions?

I get what you're saying, but their serious music like Quebec (and Birthday Boy along with some of White Pepper) is heartbreaking and genius, IMO. If you could save yourself, Zoloft, and I Don't Want it all made me cry. They are far from a novelty act.
