Scroll down to the bottom, there is a list of users who rated the album. Click on page 920, it shows the votes on 24 december 2007. The last page is the 1151st one.

Considering each page consists of 15 votes, and between 920th and 1151st there are 232 pages => 3480 votes in total by 24th december of 2007.

That's a huge number of votes on RYM, and considering the site wasn't as popular back then as now I'd say it's even more significant of a number. The album was already popular, /mu/ isn't some special snowflakes place that somehow "discovered" it.

Meiko Kaiji, by the way, must be the most popular enka singer thanks to Kill Bill.
