Yes but I used to download from it all the time at uni and had no problem. They only give a shit if you're downloading gigs of shit or seeding constantly. Downloading an album here or there shouldn't be an issue.

It really depends. One way to test is just to open it up and try downloading from someone - my university blocked it even at that level. But yeah, I just wouldn't. Try to find direct downloads.

I'm currently replacing my whole musical library with better quality (erasing all 192kpbs & shit for 320) and it's very useful. Huge amounts of stuff you can't find in torrents.
Also I like to check what people are downloading from me, there's some funny tendencies going on some days.

It's nice to have higher quality if you've got the space and a really high end system to play it on, but there's a very slim probability you'd do any better than chance distinguishing 192 vs 320 in a blind AB test.

People like to block me after downloading a certain amount, albums are often missing a large portion of the tracks, finding lossless files is a nightmare, and most of the time the files are transcodes. Used and loved slsk for years. There have been literally two albums I wanted that I couldn't find on slsk since I've been using it, and one of those I checked out of curiosity to see if some one had it yet, and it was there. So yeah, slsk rules. Between slsk, the archive, sharethreads, and rutracker I haven't even tried to get a What.cd account yet.

They're not really comparable.

What.CD is a torrent tracker where you can connect to multiple users to download files from an organized torrent group with (presumed) quality standards.

Slsk is a direct peer-to-peer service where you download from one user who has power over the download. The user chooses what files he uploads, and there isn't any sort of overarching structure past the user interface.
