Why are supergroups so rarely good? What are some supergroups that actually pulled it off?

two reasons i guess:
1) ego prevents them from using their best material for anything other than their main projects
2) they don't care to be commercial with it. they actually just formed to work with other musicians and have a good time and maybe for inspiration

Mounties aren't a supergroup because they don't suck total ass. That's a de facto qualification of a supergroup.

CSNY is the classic supergroup - Amazing studio artists before grouping together, make a couple fantastic albums together, then break up due to ego problems, still end up having generally successful solo careers after.
