No, they're pretty closely related, have a lot of the same artists working with each other, share a lot of influence and quality of sound - everything you'd associate with a genre label. The only difference is that noise rock uses rock instrumentation to make the noise. It's not suddenly a completely different thing just because there's a guitar.
I'm perfectly comfortable labeling most noise rock as noise. Not so much poppy groups like Sonic Youth or Deerhoof, but it's stupid to say that noise rock and noise are completely distinct when noise is such a broad classification. It's a particular style of noise, not a completely separate genre.

Honestly I'd say that noise is just about producing sounds that feel good for entirely subjective reasons. I might like one group because they sound "bluer" or "browner" or "whiter" than another, just because it's what my ears enjoy.
(This is true of all music, really. The reasons we value some music over other music is largely subconscious and almost entirely irrational, and there's nothing wrong with that.)
