Definitely, there was nothing like it at the time unless you look at some of the proto-punk stuff, but even then it was extremely raw even compared to that scene. it definitely didn't draw from said scene. I don't think you see anything like it until the 80s with stuff llike no-wave and the Violent Femmes. Post-Beatles Lennon is fucking spectacular.
