Construction work's 'noise is music, just terrible music. There clearly isn't a line that separates it from any symphony or arrangement.
One could argue planned, crafted, normative sounds is somehow a more appropriate definition of 'music', but it's rather hard to do so today when you have very distinct examples of the entire spectrum of 'normative' sounds.

Music = organized sounds. If your outisde listening to the sounds of nature then it's just sound not music. If you are listening to an organized field recording IE. Arctic nature sounds volume 7 then that is music.
