I don't know what your town is like, but since I moved out of the suburbs I haven't had any trouble finding people to collaborate with. People looking to collab are everywhere.

Most artists don't know the first thing about music equipment outside of their instruments - that's for the mixer to handle. The mixer tells the roadie where to put and point shit, and is in charge of making sure the artist doesn't sound as godawful as they actually are.
The mixer is what makes or breaks a performance, and is even less recognized than the roadie.

What I did was just sing and listen to my singing, and change things until I didn't sound like total crap. I play instruments and have at least a somewhat decent ear so I dunno if that will work for everyone.
Definitely listen to what you sing with a critical ear, notice what you don't like, try to fix it. What you hear as you talk/sing isn't an accurate representation of what you sound like. A mic with a monitor is ideal, but before I had that I would just sing into my phone and record it, then play it back
