Musically, vaporwave is a type of plunderphonics - music that heavily samples other music - the specific kind of music it plunders is old commercial and pop music from the early 90s.
Artistically, vaporwave is a collection of old low-res 3D graphics like you'd see in Myst or AOL combined with ancient architecture/art and japanese characters - all of this and the music are done to give a feeling of nostalgia. Some would also argue there is an alien feel, but the word I like to describe it with more is dreamlike.
Philosophically, it's supposed to be some offshot of the punk movement and of all things a musical joke, with the subject being corporate consumerism.
But getting into the whole philosophy of the culture is unnecessary to enjoy it, as musically it's very close to genres such as chill and lounge and the art is very nice. Just like punk rock, you can enjoy it for the sound and style while not giving two shits about the message.

I liked Chuck Person's A3 or whatever. It's a chill song, reasonably pleasant. The samples are nostalgic. I don't really get the hate. It's not insanely impressive or anything but whatever.

My humble opinion:
The music is not that bad, it's enjoyable. But it isn't breaking any grounds or anything like that (musically), it relies too much on the sample not making much difference from the original in my opinion.
Now some over-analysers like to see this thing as a depiction and mockery of an era blablablabl*buzzword*blablablabl*Am I deep right*blablablabla. My response to their thoughts on that is that music is just music, adding meaning and context on its own does not change its intrinsic musical value. Call me a purist, but knowing how some members of the band loved to rape corpses does not add meaning to their music, maybe to their aura, but that doesn't bother me. Music should evoke outside of the context.

What's sad is the idea of eccojams was that they could be done by anybody and some people decided to mush all that together and use it as a platform for attention, and Dummy entertained it.
