As far as popular music criticism goes Scaruffi is unironically the best.
I don't think you can objectively attribute numerical value to something like music. Art affects people in different ways. No matter how much you and I might hate Top 40, people listen to it and enjoy it.
What is the basis for these values anyway? How can you compare something like pop and jazz on a 5-star scale.
Not to mention your opinion will most likely change anyway depending on a variety of factors anyways.
I used to obsess over scores for music, thinking they were the definitive view of an album's worth. Now I just realize it's someone's opinion being passed off as objectivity. That kills art.

Other than my own ears, Chris Ott my favorite music critic. Yes, rating systems are useless. Yes, I believe that one can properly "review" music. However, I do not believe that one can assign music a numerical rating in a meaningful way. I believe that the "album review" has overstayed its welcome as a form of music journalism. They're stupid.
