Tree Hugger isn't the only memeber of the Equestrian Society for the Preservation of Rare Creatures, but she seems to be the one Fluttershy established the easiest rapport with. It's not out of the ordinary to see her visiting Ponyville now; Equestrians seem to like to travel in general, and Tree Hugger's shown interest in other fields that don't have too much to do with animals per se. What's her specialty, anyhow? Fluttershy's talent is in animal handling writ large, but perhaps her friend's more specifically in forested areas? It'd probably make sense if the ESRPC had ponies able to cover specific areas all over the country - these aren't exactly common critters, after all!
But those concerns can be addressed at a later junction, there's no rush.
