For Rarity, I think we'd get a casual lunch in Ponyville, then dress up and take the train to Canterlot together. Visit some boutiques, walk, etc. Then we'd attend an Opera, since it combines music and costume in a refined / high-class environment. A dramatic love story, of course.
Afterwards, I'd take her to dinner at some hole-in-the-wall restaurant, something a little outside her comfort zone / unexpected / not just an expensive fancy restaurant. The best would be if the restaurant staff knew me well, and would let me stash a nice wine there in advance, or have our table arranged specially, with her favorite flowers perhaps.
After that we'd meander, maybe find a nice view of lower Canterlot + Ponyville and cuddle up in the cold night air. After that, either take a night train back to Ponyville or book a room at an inn in Canterlot.
