Its always better than self insert anon garbage but often I feel like it becomes the sole focus of the story and that can weaken the story considerably. Take for example a fanfic idea as presented in Submission is Mandatory. Fluttershy is secretly a vampony, and gets caught by celestia/twilight. Twilight is tasked by celestia to completely dominate fluttershy since they are otherwise pardoning the death sentance or life imprisonment. You could easily imagine Twilight and fluttershy's feelings for one another growing closer through this, but the focus is still obviously on the fact that Fluttershy is a "monster" and her way of looking at things conflicts with her society gravely(kek). Also the attention and conflict is not around relationship drama but the danger fluttershy's nature poses to her friends and society being a pureblood vampire.
In short, I feel like the heirarchy is pretty simple
From worst to best.
Story focusing on Anon and a pone relationship (Pretty much everything on mlp)
Story focusing on a human character in a relationship (pretty much no examples on mlp afaik)
Story focusing on an in setting characters relationship (Stalkerlight, scilight thread)
Story with anon but the focus is not on a relationship (Suns prime, petpony thread)
Story with a human where the focus is not on the relationship (Long distance, PiE, Voice among strangers)
Tied tier:
Story with in setting characters romance is no the focus
Story Without any romance.
TL DR shipping is top tier but focusing on relationship drama is usually balls.
