Most of them are, but every couple of packs they mix it up by making "glitter" or "metal" ones. It's just to stretch the toys further and not have to come up with anymore color combos. It's bullshit and every other wave will come out with the same few figures of some of the Mane 6 but they'll make a "clear" or "glitter" Pinkie Pie so you BETTER BUY THEM AAAAALL!

Because they would have to make new molds and why would they spend money doing that when they can just recolor the ones they already have and pour in glittery or transparent plastic to make more variations for less. It took them like five or six waves to make a unique mold for Fluttershy, she was just a recolored Rainbow Dash for forever. But Maud does have a blind bag fig. They do make new molds every once in a while and they've already made a ton of the background characters. Do you know how many figures there are now? They have to keep coming up with them, kids are still buying them, and they need at least a few new ones each wave and want to stretch it out as long as possible.

Pic related is wave 1-6. I think they're on something like wave 15 or 16 by now once the Nightmare Night stuff hits stores. They have to add filler like the glitter ponies to keep it going.
