Ponyville seems kind of OP since they can take pretty much any unit but I might go Canterlot if the lack of core Earth Pony units doesn't hurt them too bad.

I was an idiot sinking my points into the Crystal Empire thought the extra points with the "Crystal Coat" buff would help.

The buff helps against some armies, you're kind of a one trick pony if you go heavy Crystal focused though.
Changelings are alright, maybe a little over costed but you can make them work if you pull it off right.
I don't know why anyone would waste points on Dragons though, they just lack synergy with anything.

Has anyone actually put together a set of rules and/or stats for pony armies in a tabletop form?
It's silly but wouldn't be hard to do I wouldn't think.
Grab a few bags of those shitty tiny plastic ponis and put them on bases. What units would be easy to do Special characters + Earth, Uni, Peg in different amounts of ranks and stuff would be okay but getting some specialised units would be better.

I mean, I've participated in threads about Divided and produced content based off it. Primarily it's because 1) Divided feels more finished, and 2) it has a greater aspect to it than just units. There's also a wealth of resources about Divided.

The Ponies of Fortune's mercenary origins are represented in game by the "Money, My Dear Colt" rule, which I think suits the concept fine. The idea of Rarity ensuring mercenaries stay put is something we actually considered, and decided to create the Rarity's Eye power, which works as an "I've got my eye on you" kind of thing. As for the special rules idea, its a nice concept but in practise the Ponies of Fortune were designed to be a middle ground sort of thing for the unit. Offering a possible purchasable upgrade that lets you pick between a few special rules isnt too bad an idea.

It depends what you want out of your models, you can buy pony figures of about the right size by the bucket load from china for pennies a piece that would work if you just wanted like "Block of 10 unicorns, block of 20 earth ponies" etc. They wouldn't look great but they'd be easily identified and fit fine on standard gaming bases.
If you wanted anything that looked okay up close it would cost way too much.
P.s. if we do end up doing this, Battlereports on /mlp/? Could be kinda fun to do some sort of silly campaigny stuff with it.
