This is not to say that Pinkie isn't smart, because she is, but rather that she displays the most magical attributes. Her magic is usually expressed in the form of a visual gag, or grabbing objects out of thin air, and other cartoonish actions.

Just because Rarity can directly control magic doesn't necessarily mean that she has more of it.
It just means that Rarity's magic is for precision, while Pinkie's is for fun and convenience.

I see where you're coming from, and understand why so many think she is cute, but I think Pinky's too garish, and hyper. Dash is too, but in a different way. Keeping the rating for appearance-cuteness, yes, Dash is cuter, if I'd evaluated action-cuteness, which, I suppose I should have, then Pinkie would have been higher.
She's still a genius though, maybe even smarter than bookhoers.
