Im going to critique this on a point by point.
Im going to start with the part that struck me as the most glaring problem, the anatomy. Namely I saw the neck and back. you have to understand that the neck and back are one system, the spine. Starting at the rump the spine goes down sharply, and just before the ribs your spine turns back up sharply. your head is in a position that suggest a nearly ninety degree turn in the middle of the back, which just wouldn't work. then comes the head, which you have to realise is attached to the spine at a certain degree. I want you to try and turn your head so that your chin is on the other side of your shoulder. Unless you are in fact an owl it isn't going to happen. your neck is twisting in a way that it just shouldn't. both of these were the first things I fixed in the attached pic.
next I looked at what they were wearing. Now, I don't know what the request originally was, but the outfit is awkward at best. To start, the colors are too low contrast. If you had used either the lighter green as the main color or the lighter red as the color of the stripes it would have worked a lot better. the wired swirls with eges jutting out doesn't look particularly appealing either, but I assumed the outfit was predetermined, in which there is little that you could change in that regard.
lastly is shading. You didn't do a lot of shading at all. there was a little bit on the far legs, but as a whole it was absent, and thats fine. the show itself doesn't have a lot of shading and that can be a successful stylistic choice. however, even the show has a cast shadow. It can be as simple as that little bit of gray I did, and it serves to ground your character, so that they don't look like they are hovering on the page.

I currently have the piece with shadows on. It's very experimental, I'd say, but it's almost complete and looks decent. Right now I'm trying to add some luminosity layers for a fancy result, but it always looks too much...
tldr:
-the one with only the shadows looks cool to me, but utterly plain as well so it makes want to add more details to make it better.

It's always interesting to see how someone's request can set off your imagination! I know I always have fun doing them and the results are always great no matter how challenging or what skill level. Speaking of skill level, it's always good practice too! I know I'm quite rusty with the mlp style so I feel requests are helping me refresh my memory. You also have a chance to be critiqued (in a kind and professional way, mind you) and get help from other great artists for improvement. It gives the artists the opportunity to be creative with a community who has an adoration for the same thing! Overall, seeing how happy you can make someone just for bringing an idea they had to life is such a satisfying feeling and I have so much fun fulfilling requests. It almost makes me feel special to have requesters ask for my zim stuff when this is all about ponies! So yes draw threads are great for both the artists and the inspiration providers.

Personally I dont do requests unless it really resonates with me. Lately I've been drawing for close friends because I already know they trust me and will enjoy whatever I put out. I also surround myself with other artists who can give me honest feed back. Now a days I just lurk and try to help out artists here who are struggling with whatever information I can give while doing a request once in a blue moon.

I don't think so? I understand that some requests may be uninteresting (saying that they draw requests once in a blue moon and only want to draw them if they're really interested in it) but that doesn't mean that they think that their art skill is better than everyone else's? How I see it is that they may just be a little doubtful to post their art for the whole internet to see and rather only prefer to share their art to a close-knit group (friends). I know there's things that I draw that I would only want to share with my friends. And critiquing other's art and seeing how they can help improve another's skill by offering their own advice but not being a frequent uploader of their own art isn't bad either. I don't think ego is at play here but more like personal reasons. I see no problem here.

After some thought, I realize that an opportunity like this is incredibly rare for me, and that while the art is clearly very good, I also have a personal connection to it, which makes it an even more rare opportunity for such art to be made. This didn't just make my day, this made my month. And long after the month is over I'll remember this picture and how excited it made me. It's nice that my satisfaction pleases you, but I'd almsot feel bad if I didn't give you something for your troubles besides a pat on the back and a "good job".
