In the book, which takes place in a penal colony on the Moon, women are highly valued because there are so few of them compared to the male population on said colony. It's also because women are so highly valued that the women are allowed to practice polyandry and the men are expected to be okay with being a "co-husband" in these types of marriages.
That said, an imbalanced gender ratio with fewer stallions than mares would result in a society that values males so highly that severe punishments would be handed down to any mare that would dare harm a stallion and likewise a stallion would be allowed to practice polygamy if he so wishes and the mares in his harem are expected to be okay with it.
