See it like this: if they moved Sunny from EqG they'd have to explain why and probably kill for good EqG, which would be a good thing for many of us, but an economic disaster for Hasbro since it's still a partly profitable asset in their wallet.

There's also the fact that it wouldn't make sense considering how they've written shimmer character. As I said many times shimmer was never on the table to be a main character. Nobody has ever hinted anything close to that.
It's not the fact that they can't move the character. the fact is that sunset is not a FiM character, she is an EqG character.
