Don't get me wrong, I didn't mean "Slavs can't do anything right, haha". I'm a firm believer that anyone can concoct the skills to do anything, in life, regarding of sex, country of birth, beliefs and so on.
But, this works only on an individual level. A lot of different things have to happen to make a country 'great', and sure as hell no "strong man" can bypass those. Economics is basically a dog chasing its own tail, if your basis isn't strong enough you can't go nowhere, no matter how hard you try. And Russia still has to work a lot on that.

See, that's the point: the brain leak (happens everywhere, trust me) you mentioned exists because there are no interventions to stop that. When people flee from a country, it's not just the economic reason that pushes them away, it's mostly due to 'social culture', because they can't possibly stand anymore the people they're sharing their misery with, and most of all their old, dusty, beliefs/habits.
You don't solve that by giving more money or power to few people, you do it by widening their range of choices, so that they don't feel like caged birds with no chance of personal growth.
For example, if they want to get a carreer in athletics, you avoid the brain (muscle) leak by making sure they're not forced to join some kind of armed forces to train, because they're the only ones having the facilities for that (happens in my country).
It's all a matter of thinking, if our governments focus on thing that have economic relevance, but no social impact, there will still be no progress, IMHO
