Rarity's arc is running a succesful business and making it as a fashionista in high society while not letting it corrupt her.
AJ's arc is not so much an arc building toward something but still involves her taking care of her farm and her family.
Only Pinkie Pie and Fluttershy never had an arc. Pinkie Pie has no character development whatsoever, she's just random. And Fluttershy just resets after every episode where she learns to stop being a doormat.
