You dont develop thick, callous skin on your tongue from eating too much spicy food. It only effects the amount of capsaicin receptors, which if anything only serve to overwhelm your sense of taste, which remains unaffected in the long run. If two guys eat chicken wings with some standard bullshit, over-the-top hot sauce, the guy with the higher heat tolerance will better be able to taste the chicken since they wouldn't be too distracted by the unfathomable agony.

In many cases, the heat somehow accentuates or boldens the flavor. I've had things with and without the spice and there really is a difference with how you perceive the taste.
Although if you're a spice freak like me, past a certain point, you stop really feeling the pain and everything turns to a very delightful and energetic tingling feeling throughout your head and hands and a nice sweet/savory flavor to the food. You also get a powerful rush of energy for a short while before mellowing out a ton for like a day straight.
