Probably because dragons are the least likely to get turned. Most attempts to bite the dragon would be prevented via their scales, good luck even getting close enough to do so as they breath flame and could crush any zombie pony that got too close in the case of the larger and in the smaller use their claws and teeth to great effect. Not to mention flight and their pack like behavior.
It would be the one in a million chance if it happened but that sort of shit would be the breaking point. Hell even the smaller ones would be hard to turn and hard to take down if they did.
