Ember is a shrewd lady. She may be able to understand the benefit of having allies that are true friends, but she knows that her cleverness is not a trait shared by most of her kind. She wants to rule. She stated flat out that she wanted power to show the other dragons and her dad that her brains made her a better candidate than the brawny others. Now that she has power she'll probably want to keep it, and spreading the magic of friendship doesn't seem like it would matter much to her. I do think she's gonna want a piece of the pie from making treaties and agreements with the pony and griffon nations though.
