Do you watch the show? Soarin was pretty antagonistic towards Dash in Rarity Investigates. He was ready to ban Dash from Wonderbolts without evidence that she left that note. And he was not like "sorry Dash, I have no choice", but rather "prove your innocence you criminal scum".
