I'm leaning towards Shadowbolts.
She did as you say dress up as one of them. She also joined NMM's elite guard (as the only non-bat pony) in the NMM timeline last season finale, so I think she's partial towards Luna (or even NMM!).
Also, she demonstrated in Testing, Testing 1,2,3 she doesn't care about the Wonderbolt history, only the organization and the ponies in it, Shadowbolts would probably have a lot of awesome fliers too.
