Horses do groom eachother, but it's mostly predator species who seriously spend lots of attention playing in a posessive and cuddly manner. four legged ruminators rarely display this kind of behavior, at best grooming eachother with their teeth and at worst just being in close proximity to one another as to be touching. I've had head pets before becauseI was being a good grillbut for ponies while they may feel the pleasure, what would be unnerving is the sense of pressure exerted by a predator like creature. Real horses who know you very well and accept your presence still feel uncomfortable when you invade their space. they may relax and become used to a pattern of doing so, realizing nothing bad (comparatively, there are plenty of bad or just uncomfortable things we do to horses that it learns to accept) is going to happen, IE getting eaten by you. Horses spend all their time eating, investigating stuff with their mouth, dominating one another by herding one another (controlling your herdmates feet and position), and trying not to be eaten. When a predator like creature approaches them in a direct way to pet them (walking directly in a straight line to them, never stopping, or trying to get it to come towards you instead,) they can spook or even intellectually decide that they just aren't comfortable with you approaching them and to move or run away. Giving a horse time to move towards you is normally the best chance to be able to touch it and have it be a pleasant experience for the horse.
That said, theres no reason you can't pay your horse some grooming and affection, just don't fool yourself into thinking rubbing it and saying a bunch of words and moving very quickly like you would a dog will be pleasant for it.
culturally though If ponies don't like being treated like pets or dominated on, they better stay away from us.
