I think I'm starting to see what the issue here is, and that's whether or not you believe that dragons age much slower due to their long life spans. Her reasoning for Spike being 13 or 14 stems from the fact that Twilight was a little filly when she hatched him. In pony years he would be a teen, but by dragon standards he's still pretty much a toddler which is why he's referred as a baby dragon.
So assuming you believe that dragons do age much slower, if Ember aged normally than by dragon standards for her to be a teen dragon she would have to be at least over a hundred or more years.

Accept treating Rarity as a young adult is also an issue. We have no canon sources that tell us how old she actually is. The only canon source of how old a filly could possibly be is a birthday cake scene where a filly is having her 5th birthday. Assuming Rarity was around the age of 5 or so when Spike was hatched, there's only few years of difference between them. Rarity may be an older teen herself instead of an young adult.
