Who says he isn't fulfilled? Dragon Quest was all about him thinking he should be a rough, tough big shot dragon. At the end he found he was happy being a witty dragon butler all along.
That choice lead into Gauntlet of Fire where his talents allowed him to effect a massive political shift in favor of Equesria as well as avert a war. I think he's doing fine as he is.
