Dragons don't breed often and you only get to compete for Dragon Lord once.
All the adult dragons are from the previous generation, all the teenage dragons are from the current one.
Torch won the contest for his generation, all the adult dragons have lost before and therefore can not compete this time.
Therefore, only teenage dragons can compete for the title this time.
Dragons are migrational by nature, which also implies that they all breed at the same time, which explains why all the dragons of each generation are the same age (Spike is slightly stunted due to being taken away as an egg and staying that way until he got hatched by Unicorn magic, he's technically probably a couple of years younger than the rest as a result).
Since dragons are such long lived creatures it only makes sense that they wouldn't breed often. Otherwise there would be dragons literally everywhere, serious over-population problems. Stop thinking like a stunted mammal that procreates at every possible opportunity and start thinking like a 500 year old giant fire-breathing lizard anon.

You know how teenagers are fucking obsessed with cliques and social structures, and go through all kinds of stupid bullshit to be on top of the 'in crowd'?
That's basically what Dragon Lord is: Lord of a bunch of status-focused teens who are all obsessed with dominance. Sooner or later they become actual adults, fuck off to make their own hordes, and stop caring about who's the 'lord' this time because when they wake up from that hundred-year nap it's going to be a different one anyway. So rather than have a bunch of angry hormonal dragons actually fighting for dominance and risk depletion of their already small numbers (or potential retribution if Equestria is caught in the crossfire) they set up a controlled contest to let them get their shit worked out.
The handful of larger dragons who do stick around for the Dragon Lord contest are the anomalies - hell, for all we know they might be some kind of chaperones to ensure the overly-hormonal teenagers don't actually murder each other in the contest or something. Maybe they even actively /prevent/ the larger dragons from taking part to avoid upsetting the system.
