This is a problem a simple throwaway line of dialogue could have solved. Spike, or Twi with Spike covering, could have asked why none of the adult dragons were competing and got a legit answer or vague reference to dragon law and it would have been fine and have taken ten seconds.
My theory is that none of the adults are competing because they already lost to Torch during his own ascension so he doesn't see them as worthy to rule. Thus, he didn't summon them. Dragon Law being survival of the fittest would also support no second chances. Plus denying perpetual competition for the crown would make for longer reigns and thus more stability in the otherwise barbarous society.

I have always been bad with numbers. Presuming that this chart is accurate, she is a category 1 or maybe a really small category 2. She is probably not 200 feet, more like 150- to 160. While not as tall as other kaiju because those like to stand on two legs, she is a fair bit longer than other low category monsters.
For an actual spoiler about her size along with what the big plan is:she'll rapidly increase in category once they salvage a nutrient mixture container and manage to copy the solution later on. Her growth has been stunted due to poor nutrition.

Her mass is such that unless she is actively supporting her own weight that plane should be either plummeting from the sky, or more likely, due to massive stresses not foreseen in the design process, breaking into tiny pieces.
