In the early days of her rule, sure. Three pony tribes who traditionally despise and mistrust one another, coming under the banner of one ruler must have inspired a lot of resentment and plots of treason.
I imagine the early years of her rule were the most shaky, requiring elaborate trials and executions for assassins and conspirators when discovered. Then as she learned to play the nobles own political games that became less and less necessary. Now she's been at it so long and the game is so rigged that potential threats are neutralized long before she's really aware or concerned about them.
